MAS National
The Noor Center is a community center in Montgomery County, Maryland. It is a place of worship, learning, and gathering — welcoming to all who seek community, spiritual growth, and service.

The center is a project of MAS Maryland (Muslim American Society Chapter in Maryland), a nonprofit organized under Section 501(c)(3) of the Internal Revenue Code, whose purpose spans religious, social, educational, and charitable service.

The center offers daily prayers, three Friday Jumu'ah services, a wide range of youth and family programs, Quran education, community events, and social support services throughout the year.

Our Story

From a community dream to a cornerstone

The Noor Center began as a vision held by the MAS Maryland community — a dream of a dedicated space where Muslim families could worship, gather, and grow together. That dream became reality through years of fundraising, planning, and community effort.

1990s

Establishing Islamic Centers

MAS Maryland members served a role in founding and serving on the boards of several Islamic centers, including the Islamic Society of Boston, Dar Al-Hijrah in Northern Virginia, the Islamic Center of Maryland (ICM) in Gaithersburg, and the Islamic Society of Germantown (ISG).

Early 2000s

The vision takes shape

MAS Maryland grew into a vibrant and active community, launching a wide range of programs that brought together youth, families, and individuals of all ages. The organization began hosting well-attended youth and family camps at the Lathrop Smith Center, creating meaningful opportunities for spiritual growth, recreation, and community bonding. MAS Maryland also established a strong presence during Ramadan by organizing Taraweeh prayers, community iftars, and Eid celebrations, fostering a sense of unity and shared worship.

Weekly Jumu'ah prayers were held at the Germantown Community Recreation Center, providing a consistent gathering space for the growing congregation. MAS Maryland also launched a Girl Scouts troop, offering young girls a structured environment for leadership, service, and personal growth.

As the community expanded to hundreds of regular attendees, MAS Maryland broadened its programming to include the "Umee and Me" program for preschool-aged children and their caregivers. With this rapid growth, MAS Maryland began actively planning, discussing, and fundraising for a dedicated youth center and masjid — a permanent home where future generations could deepen their faith and thrive as part of a united community.

2015

MAS Maryland formally established

MAS Maryland, Inc. (MAS MD) had its bylaws adopted on December 6, 2015, establishing the governance framework that would eventually oversee The Noor Center. MAS Maryland was officially incorporated on January 11, 2016.

2018 – 2020

Property acquired

By the grace of Allah, and after an extensive search spanning dozens of properties and thorough due diligence, MAS MD celebrated the purchase of two properties on Boland Farm Road.

This milestone marked the beginning of a new journey to transform the space into a masjid. In a General Assembly meeting, members proposed and voted on several names, ultimately choosing The Noor Center. Members generously provided hundreds of thousands of dollars as a Qard Hasan toward the property purchase, originally to be repaid over five years — some ultimately donated the full amount. MAS National later provided $500,000 in additional support through a Qard Hasan as well. MAS MD dedicated its efforts to establishing the masjid.

2022

Governance framework adopted

To ensure the professional management of The Noor Center, the MAS Maryland Board of Trustees appoints the Executive Director and confirms the appointment of staff and committee leads, as well as any additional positions required to oversee the center's operations.

Early 2023

The doors open

Construction completed and The Noor Center welcomed its community — offering daily prayers, youth programs, family halaqas, and educational classes.

Today

A thriving, growing center

The Noor Center continues to grow as a community effort led by MAS Maryland — expanding programs, pursuing facility improvements, and working toward long-term sustainability for generations to come.

MAS Maryland

MAS Maryland is the Maryland chapter of MAS National, incorporated on January 11, 2016 as a 501(c)(3) nonprofit. It serves as the governing body of The Noor Center, providing strategic oversight, community leadership, and a connection to the broader MAS network. MAS Maryland membership is open to practicing Muslims committed to the MAS mission — and members form the General Assembly that elects the Board of Directors.

How We're Organized

Board of Directors and Executive Team

The Noor Center operates through two distinct layers of leadership. The MAS Maryland Board of Directors (BoD) provides strategic governance and fiduciary oversight. The Executive Director and his team assist the BoD in handling the day-to-day programming and operations of the center.
Governing Body

Board of Directors

The MAS Maryland Board of Directors serves as the Board of Trustees (BoT) of The Noor Center — the highest governing authority, responsible for long-term health, mission alignment, and financial oversight.
  • Selects and oversees the Executive Director and the Imam
  • Approves the annual budget and major expenditures
  • Ensures all activities align with MAS mission and vision
  • Retains veto authority over Executive Committee decisions
  • Sets organizational policy and direction
  • Members of the BoD also serve as committee leads and members
Operational Layer

Executive Director & Committees

The Executive Director — selected by the Board — leads the Executive Committee, which manages the center's programs and daily operations. Committee heads are proposed by the ED and approved by the BoD.
  • Helps execute programs and community activities
  • Each committee focuses on a specific area of operations
  • ED and committee heads need not be MAS members
  • Must operate within the Board-approved budget, mandate, and directions
  • Operates with flexibility within Islamic principles and MAS vision

Board of Directors

The Noor Center operates through two distinct layers of leadership. The MAS Maryland Board of Directors (BoD) provides strategic governance and fiduciary oversight. Dr. Ahmed Saleh
Chapter President
Dr. Ahmed Saleh serves as Chapter President of MAS Maryland and chairs the Board of Directors. He presides over all Board and General Assembly meetings, supervises the affairs of the Society, and works to ensure the Noor Center's programs advance the mission and vision of MAS Maryland.

Dr. Amin Ezzeddine
Board Member
Dr. Amin Ezzeddine is a founding board member of MAS Maryland, having signed the original bylaws adopted in December 2015. He is a founding member and previous Chairman of the Board of the Islamic Center of Maryland, and served on the Board of Dar Al-Hijrah. He has contributed to the governance and growth of both MAS Maryland and The Noor Center since its earliest stages.

Dr. Eman Sayed
Board Member
Dr. Eman Sayed is a member of the MAS Maryland Board of Directors, contributing to the governance and strategic oversight of The Noor Center. She brings her professional expertise and community commitment to help guide the organization's mission and long-term growth. She also serves on the National Governance Board of MAS National and as the Tarbiyah Director for MAS Maryland / The Noor Center.

Marwan Oweis is a member of the MAS Maryland Board of Directors and a founding signatory of the organization's bylaws. He has been actively involved in MAS Maryland since its earliest days, helping shape the governance structure and vision that led to the creation of The Noor Center.

Ahmed Aiyad
Board Member
Ahmed Aiyad is a founding member of The Noor Center and a member of the MAS Maryland Board of Directors. He was among the early supporters who helped make the purchase of the Boland Farm Road properties possible, contributing to the community effort that brought The Noor Center to life.
Operations

Executive Team & Committees

The life of The Noor Center is carried out through focused committees, each responsible for delivering board-approved programs and operations in a specific area of community life. Committee heads are proposed by the Executive Director and approved by the Board of Directors.

Dr. Ali
Executive Director
Dr. Ali is a founding member and Executive Director of The Noor Center. A long-term resident of Montgomery and Howard Counties with extensive community leadership experience, he is a faculty member in Electrical Engineering at Johns Hopkins University. He earned his PhD from MIT and served as the University of Maryland's first Muslim chaplain.

Dr. Salah
Imam (Part-Time)
Dr. Salah serves as the part-time Imam of The Noor Center. He leads daily and Friday prayers and heads the Quran program, guiding community members in memorization, recitation, and a deeper connection with the Book of Allah. The Imam is selected by the Board of Directors.

Sis. Stephanie
Lead of Operations & Expansion
Sis. Stephanie leads operations and expansion efforts at The Noor Center. With a background spanning finance, management, healthcare, and logistics, she brings a deep commitment to building spaces rooted in faith and community.

Admin
Sr. Maira provides administrative support to ensure smooth daily operations, including coordinating communications, managing schedules, organizing records, and supporting programs and team needs.
Tarbiyah & Programs Committee
Focuses on the spiritual and personal development of community members through Islamic education and character-building programs. Coordinates programs and activities in the community.
Construction Committee
Oversees ongoing and future facility improvements, working to expand and enhance the physical space of The Noor Center.
Children's Committee
Plans fun and meaningful programs for children of all ages, including halaqas, games, outdoor activities, and experiences that help build strong character and confidence.
Dawah & New Muslims Committee
Supports outreach to those interested in learning about Islam and welcomes new Muslims into the community. Offers the Islam 101 program — open to anyone curious about the faith.
Events Committee
Coordinates and executes the logistics for community events throughout the year to ensure seamless operations and professional delivery. This committee manages the physical setup of facilities, oversees crowd-flow, vendors, registration, and program execution.
Finance Committee
Supports budgeting, financial oversight, and fundraising planning in coordination with the Board of Directors and Treasurer.
IT Committee
Manages the center's technology infrastructure, digital communications tools, and information systems.
Khutba Committee
Selects qualified speakers and khateebs, approves visiting guest speakers, and manages the scheduling of khutbas.
Masjid Committee
Oversees the physical operations of the center — maintenance, cleaning, grounds, sound systems, and daily prayer logistics.
Outreach Committee
Manages community outreach and efforts to welcome new members and engage the wider community.
Youth Committee
Organizes youth programs, halaqas for boys and girls across age groups, sports, outdoor activities, and youth leadership development.
Zakah Committee
Oversees collection and distribution of Zakah funds, ensuring they reach eligible recipients in accordance with Islamic guidelines.
